Oman mandatory health insurance
Oman ‘likely’ to bring in mandatory health insurance in 2019. From next year, Oman is reportedly planning to implement a compulsory health insurance scheme.
Local media reported that the scheme is likely to be introduced in a phased manner from 2019, citing a senior government official.
Under the plans, visitors to Oman will have to purchase medical insurance before entering the country, media reported on Wednesday.
Abdullah Salim al Salmi, executive president of the Capital Market Authority (CMA), was quoted as saying:
“We would most likely start compulsory health insurance by first making it compulsory for visitors to Oman. We assume that going forward everybody entering Oman should have a valid health insurance, and if they don’t, we will try to provide a mechanism to ensure that everyone entering the country has this kind of coverage.”
Speaking on the sidelines of the Middle East Healthcare Insurance Conference, he added:
“We are hoping to start next year, in stages.”
He also said that the CMA would be the regulator for medical insurance. And that the mandatory health insurance will be gradually applied in five distinct stages.

The CMA, the financial regulator, has released the new mandated medical insurance Law.
The Health insurance market embraces itself for another mandated health insurance law in the Sultanate of Oman. Residents in Oman will be required to have in place a minimum level of medical insurance coverage with minimum benefits pursuant to the prescribed provisions of Resolution No. 34 of 2019 For the Issue of Unified Health insurance Policy Form, which was issued by the CMA as at 24 March 2019 and is now in force (“the Law”).
The application of the Law is relevant to the employer market. And the beneficiaries arising from those relationships including employer, employee and dependents.
The Law applies and has adopted a “Basic Benefits” and “Optional Benefits” coverage, standard form “Policy Schedule” for parties’ signature and a standard “Insurance Application” for pre-contractual disclosure requirements.
